Unions in France: Steady Rates, Increasing Ages

Following a temporary drop caused by the COVID-19 pandemic, marriage rates in France remain high, with 241,000 marriages in 2023 and an estimated 247,000 in 2024. The scenario for civil unions (PACS) is similar, with 204,000 in 2023, a slight drop from the record level of 2022. Nearly 1 in 4 couples who marry each year were already in a PACS. Mean age at marriage continues to increase: in 2023, it was 36.6 years for women and 39.1 for men. Since 2017, same-sex couples have favoured civil unions over marriages. They registered a record number of PACS in 2023 (10,600), while marriages stagnated (6,614). Direct data on divorces since 2017 remain unavailable, but indirect estimation methods indicate a likely decrease in rates, along with a marked increase in PACS dissolutions in recent years. People living in rural areas are more likely to live with their partner than those in urban areas, but marry later. In early adulthood, they favour the PACS or simple cohabitation. Finally, in 2023 the spouses’ conjugal status replaced their marital status on the marriage declaration (as on the census form since 2015). This makes estimating first marriage rates impossible.
